General Motors Holden And The Australian Goverment

I heard the CEO of GMH (General Motors Holden) this morning on ABC radio saying that the future of GMH is good but i also heard him say that it will be 3 more years before Australia gets the Chevrolet Volt ( rebadged for GMH ) , what i dont undersatand is why is the australian goverment is giving GMH money to build a local fuel efficient four cyclinder petrol powered car? we could have waited for the new model to released for free? why isnt the australian goverment forcing GMH to build a local electric car? why would australia need another petrol powered car? why not build a electric or hydrogen powered vehicle? its just more of the same.
